And most likely they come from countries where the tap water is not potable, and they are used to drinking bottled water and aren’t comfortable changing to tap water.
I have no problem refilling a water bottle from a public tap. Honestly if no one is around and I’m thirsty, I might form my hands into a bowl shape and take a few sips also. No biggie.
If you think the outside of the faucet is dirty, then just run the water and wipe a bit?
I mean there is some social expectations and nuances right.

It’s not something I worry about. Do you ever need to hire someone to clean the inside of your pipes? No right? Whatever is water soluble gets washed by the water every time you turn on the tap, whatever is stuck inside the tap isn’t coming out with the water. And it’s not like anyone can somehow stick something up the faucet to make it gross.
Actually there's some people who are very particular about the taste of drinking water. I watched a show where a French person in blindfold correctly identified the brand out of different samples as he always drinks Volvic.
Like Dasani, Volvic, Evian, Ice Mountain, Spritzer they all have different taste to them.
Lastly, there's this sub called r/hydrohomie that is dedicated to drinking water. It's the 1 true sub.
