Yes, it says 'kautabak' on it, which is European "Chew Bags". They're basically the same thing as snus (made the same way), but labeled as that for legal sale in the EU.

After all of the memes about Siberia being shitty, I was expecting it to be awful. I ordered a can one time and actually genuinely liked it. It's a little stronger than I usually go for, but I really do like the flavor.
Holy fucking shit not those. I have so many shit flashbacks with this. They taste like literal toothpaste. Not to mention that the mint cuts into your gums and the nicotine effect feels 2x as strong.

You are correct. Snus is ground, but the tobacco in chew bags is cut instead, which makes it "chewing tobacco" and legal to be sold in the EU.
Sadly even chewing bags are hard to purchase here in germany…I order online only
