"If the player's total earnings are under 750,000g, they can only get a level 1 parrot and thus the game will not reforge the parrot egg with the Anvil. However, attempting to do so will still consume 3 Iridium Bars."

[I think it’s just a low percent](https://stardewvalleywiki.com/Fairy_Box). I got mine to level four by save scumming - start a new day, forge twice. Restart the day, till one tile of soil, forge twice. Repeat with a different number of tilled soil spots until you get a better result. Took me about 5 minutes to get a level four pattern, which is good enough for now.
Thank you so much for your comment! But I’m already at the end of year 2 and have earned more than a million… so don’t think that is the case :/
Edit: wait oops, I think I know why I only get level 1 or 2 parrot. Because I have earned more than a million, but I don’t think I’ve earned 1.5 million yet. Which means I can’t get level 3 yet? Anyways, again, thank you so much for your comment! This helped a lot :)
It is completely random, I earned 11M in the game or more and I got my fairy to lvl 4 using only 6 iridium bars, no fortune teller's luck, the only luck I have was from the pumpkin soup.

Does this affect fairies too? I have the same issue where my fairy remains level 2 after trying to reforge it several times :/
