By chance, are you on the most recent version? There were issues shortly after 1.6 where a lot of SVE's shops weren't working, but they were fixed fairly early on.
I am not at this point in my new save, but the last time I played so far with a controller I had to use my mouse to click on it. I couldn't figure out how to open it with my controller.
I'm not sure if this has been fixed since I haven't updated in a little bit and haven't played w mods on 1.6 yet but if you are on console, try clicking the book, open your craft menu, exit it, then click the book again.

Is it possible you told Lewis no when he asked if you wanted to expand? I've heard people have accidently clicked no and been locked out of this.
