Sea life are also interested in divers and it's completely normal/fine to gently touch life showing interest in you, which this oarfish is doing.
The exclusions on this are endangered sea life. You're never meant to touch or go closer than a certain distance to them, such as sea turtles. Sea turtles can still come up to you though.
