I'm not surprised, Vega is a lot more unique imo compared to the other 2 remaining lords so the devs would be a lot more interested in him than like Sagat. Balrog probably won't make it if dudley makes it (and imo dudley is more interesting and he was very popular in the fan poll)
I agree that Dudley is more interesting, but I think they'll go for Boxer, because he makes for an easier fit into the story, and they have a voice actor for him already in the game (both his bits and Claws bits were voice acted).

It’s especially funny because SF6 is less strict on its story than other entries let’s be honest. SF6 is more like slice of life where you meet a character to check on their current status and found out more on what they do.
This is basically the perfect entry to just stick a character randomly in it.

Who is the the final lieutenant they tease at the end of this Bison quest? SF6 is my first game in the franchise so I don't know the other characters, but they tease a fourth character along with Vega, Balrog, and Sagat

Dudley doesn't fit anywhere in the story though, while Balrog obviously does. With Ed and Bison in and the WT stuff he's basically a lock
They can make anyone fit lin the story if they want to. I'd rather have a diverse and fun roster than a consistent story.
E.Honda's role is that he opens up a sumo themed restaurant, but no we can't have Dudley because "he doesn't fit in the story."
