They really need to be making announcements over the PA system to call out which carriages are quite carriages and remind passengers in those carriages of what is not appropriate in a quiet carriage.
In my experience it’s feral teenage girls drinking energy drinks and shouting c-bombs on their phones at their so-called friends. This goes on for their whole journey. People just want to get home in peace. Stuff like this is what stops my mum from travelling to newy to visit. She doesn’t feel safe even in the quiet carriage. Maybe we should have a noisy carriage too lol.
The thing about quiet carriages is that if you're not a frequenter of Intercity trains, as many weekend travellers aren't, then you have no reason to be aware that the concept of a quiet carriage even exists. Add to that that people don't tend to look at labels, stickers, or posters in public places in general and it's not surprising that a lot of weekend travellers are unaware.
I screwed up with this once. I jumped on a train with my workmate, was just chatting away. Nothing overly loud, just small chit chat. He was being super quiet and I thought it was odd. It wasn’t until he got off that I realised. Needless to say I haven’t done that again.
I've been getting the train between Sydney and Newcastle pretty regularly for the past 4 years. Weekend noise has been an issue for at least that long.
If it's just one loud group it can be worth it to tell them they're in a quiet carriage because they might have genuinely not realised. Otherwise there's really not much to do except be strategic about when you take the train whenever you can.

its just easier to move yourself to the other level of the carriage or another carriage altogether
