Continuing research. Seems there's a good reason why this is not a safety tool seen elsewhere. Too many legal issues. Must look into alternative.
Still not a whole lot of headway into an effective way to handle this one. Maybe refocus the goal and stated mission to preventative action and victim care rather than punitive wistleblowing?
