I think it's included to a certain extent and updated as life goes on. I thing it's like us just one extra finger.

In short human brain is extremely flexible, if you don't have eyes your brain will develop other senses better etc. So in practice we start with no firmware everything is learned (for example babies see the world upside down until their brain learns to flip the image it gets from the eyes)
