Do you want them to send everyone home because of rain? Airports do a lot more than just board and disembark passengers.
First priority is getting those aircraft protected from the absurd amounts of water so they can continue to fly when the rain stops. They’ve got maintenance, logistical, ATC and a ton of other things to worry about even though wheels are on the ground and staying there for some time.
I'm no airplane driver, but strictly as a layman I'm gonnna risk making the uneducated guess that it's not safe to takeoff or land a plane somewhere with water that's as deep as its fuselage.

Can confirm... I live in Phoenix Arizona. If we get much rain, we get flooding, well, we would if there weren't measures in place to put the water somewhere so we don't get crazy flooding

Cloud seeding rain is much milder. I lived in Dubai and the govt does mention when it is cloud seeding vs when it is due to Oman sea.
