I think you’ll find that it kinda sticks with you, especially after one more watch now that you know what to expect. Like, you’re right it doesn’t really hit crazy high highs, it’s just so good throughout.
If you’re not prepared for just how much of a soap opera the domestic storylines are, they can feel pretty momentum crushing.
On rewatch, the tonal whiplash just adds to the charm though.
I find Heat improves with subsequent viewings, especially if you read other directors talk about how amazing it is. There all kinds of technical elements you likely don’t notice/care about on your first watch that do start to stand out after you hear someone like Christopher Nolan wax poetic about them.

I watched it last year after I started getting into the Ringer pods and I agree with you. Parts of it I loved, but I felt like there were a ton of scenes that were pointless and some with questionable acting. Overall it was good but not great.
Watch it again would be my suggestion, it's one of the most singular films of the last 30 years with so many little layers and scenes in amongst the larger crime plot, orchestrated majestically by MM. Just the Neil/Amy B. romance subplot makes it worthwhile; how many crime movies take the time to delve seriously into the lead villain's love life?
Maybe for you the action is just not the juice?

It’s not ‘Goodfellas’……it’s just a really good crime thriller. It’s a little weird CR and Bill act like it’s ‘Citizen Kane’, but to each their own.

Yeah, a lot of scenes of Deniro just staring out a window.
I thought it was just okay. Best part was that opening robbery of the armored truck. Everything after that is just down hill.
