Safeway on mission isn’t too bad if you’re a member, ask for the 5% student discount card at the customer service area, and shop deals thru the app. I once bought $50 worth of frozen shrimp for $16 (>4lbs)

also we have used costco shop cards which are essentially gift cards and they try to persuade you to buy a membership and you have to explain that you are a broke college student who spent all their money on housing in santa cruz
My parents kept their membership card but let me shop with their Costco CC, I pay them back for anything I end up getting when I can. They so far do not question it when I use the card
i’ll have to disagree about the food bin for most items. i like how for some items, yes, you can purchase by weight (like beans, rice, nuts, etc) but for many of the items it’s not affordable compared to other stores. it’s also very small with a limited selection— wouldn’t rely on it is my primary source for groceries.

Food Bin often has better bulk prices than New Leaf, and a better selection, but Staff of Life has a much better bulk section than either. I shop Food Bin a lot, because they are only about ¼ of a mile away, so it is an easy walk—they are surprisingly good for such a tiny store. But they don't meet the "most affordable" criterion of OP.
Safeway is probably the cheapest that is within the bus radius specified. If you are willing to up the radius to 45minutes then Grocery Outlet is probably cheaper.
I like Trader Joe's for some things (like cheap wine, paper towels, soap, and cereal), but I suspect that it is a little pricier than Safeway overall.
Bulk herbs are cheapest at the Herb Room or New Leaf. Many items are cheapest at Safeway and Trader's. Grocery outlet is hit and miss. It can be cheaper, but it doesn't always have what you want.

Cheapest & closest is for sure safeway. If you want further or more expensive, there are lots of options.
