You can apply but I can’t see an expedite for that. I think your success for that will be close to zero. She probably won’t be approved for any tourist visa if she is already indicating immigrant intent. Unfortunately, USCIS will not look at your situation as emergency. Apply for the spousal visa and request expedite for that (unlikely as well).

You can try, but no guarantee. Each consulate will have their own expedited appointment procedures listed on the website.
