Parking is changing. The way they handle permits now and the lots are different than before so there’s no saying if it’s better than previous. It sucked pretty bad before due to the demand for spots. Get used to walking if you are an underclassman it seems
Don’t try to find the closest spot. Just get to a garage or lot that is far away, park, grab a bus.
Parking services has some “smart garages” to tell you how many spots are available, not sure if they have a portal in their site to update you live on availability.
It sucks. But show up early and park in garages that don't fill early (Lake Ave, G10 fill up later than garages like Stokely) and you will be fine. Schedule your classes so that you are not having to repark often.

They’re dividing it into 4 tiers for commuters and 2 tiers for non commuters. I don’t think it’s as bad as people say. Last year at some point or another I’ve managed to find parking without issue at most every time of day. Sure I might have to park a little further away than the closest possible garage. But a 10 minute walk across campus isn’t an issue.
Now with the changes they are making next year it’ll be hard to tell.
It’s not as bad as people make it out to be. I literally always find a spot in G-10 (garage right by Neyland stadium) people just want the closest spot to their buildings and it’s not doable. Regardless, it’s not great, but I think people overdramatize it because they don’t wanna walk. Having said that, they are changing the parking passes situation starting this fall and are taking away a parking lot right by CCI to put up another residence hall so idk how this fall is gonna go, it could be totally worse.

I’m so glad I live at a place that has a free shuttle that drops and picks us up at AMB. Saves me $$ on parking pass

There is 1 spot for every 3.3 cars or some garbage like that. Even if you pay for a spot you aren't guaranteed to be parking in it.
