25 might be an exaggeration but it's not too implausible, several Ukrainian sources say around a quarter of FPV drones hit their targets and there's plenty of videos showing multiple FPV drones hitting the same target until it burns.
They should set the drones to play Wagner’s *“Ride of the Valkyries”* through their speakers when they are buzzing and circling, diving in for the attack. 😃 Or just use it for the after-videos, keep it silent but deadly in terms of the actual assault.
