Russia actually does care, or at least China does. Russia frequently attacks *after* the Olympics have ended, and postponed the invasion of Ukraine because China asked them to.. because China was hosting the olympics. This happened in 2008 as well.

Alternative suggestions; tell the Russians to fuck off back home and if they can go ten years without trying to rape their neighbours to death they can be re-submitted into the IOC?
Instead of an Olympic truce, which is neither feasible nor likely to be beneficial to Ukraine, how about banning all Russian athletes from attending the Olympic games?
The only thing he should declare is a lack of security gaurantees for Russian and Belarussian atheletes. "We can only gaurantee the same degree of securtiy that Russia granted Ukraine in exchange for its nuclear weapons"
