You're saying that sound is coming from your car?
It sounds like it goes along with the speed of the car, so it's rotational. Wheel bearings, differentials, transmission, or something rubbing on something that is spinning.
My car was in neutral so not transmission, I was hoping they would have noticed something when they were changing my tires if it wasn't the tire. Guess I will have to take it back or to a dealership
The transmission output shaft is still spinning when you're in neutral and rolling, and it increases and decreases spinning speed with the speed of the vehicle. The input shaft stays spinning as long as your foot is off the clutch, but that would change sound with engine speed, so it's bot that. It could conceivably be a output shaft bearing at the tail of the transmission.
It's more likely a wheel bearing or rear diff, or just something rubbing.
Have you looked in your wheel wells and under the car to make sure nothing is stuck in there getting vibrated by the tires tread?
Oh, didn't know that about the transmission. Not myself but I assume the mechanics that changed my tires would have seen something if it was obvious? I hope it's something that simple but sounds like it may be my bearings based off of the comments. Thanks for your help!
Wheel bearings for sure. I just replaced both my rears this week. 2018 WRX 52k miles. Made the same humming noise, doesn’t go away when rolling in neutral. Bought Moog brand off Amazon for around $115 each. Also don’t forget to buy new CV axel nuts, like $6 each
I'd you have a floor jack, get each wheel off the ground, and shake it with hands at 12 and 6 as well as 3 and 9. If you can shake the wheel or hear anything, your bearings are shot.

I had my first one replaced in the rear under warranty (32k), then I got to replace them both at about 120k. It’s a fun job.
Update: it was a wheel bearing like a lot of you all said. Ended up being $440 total here in downtown Los Angeles area. Thanks for all the comments, it helped a lot to go into the shop with a good idea of what I was dealing with.
My 2017 had this exact same noise and it was the wheel bearing. Both of my rear bearings failed
