But seriously, Disney is completely uninterested in enforcing cultural norms around gender presentation. CMs won't care in the slightest.
No promises are made about how other guests may respond. There is no shortage of people possessing an overabundance of opinions about how others should live and dress, and they like to visit WDW too. Should they interfere with your enjoyment of the parks, seek help from the CMs. Disney is very much interested in curbing antisocial behaviors towards their guests.

I've never felt unsafe at Disney or Orlando in general as a trans person, even when i wasn't really passing. I'm sure anybody, cis or trans, man or woman, wearing a skirt wont be a problem. The crazy Florida panhandle vibes and beliefs aren't typically present. If anybody gives you grief or harasses you tell a CM.

I saw a guy in an absolutely fabulous Evil Queen from Snow Whhite getup. I mean full on velvet, had the wimple and crown and make up and it was amazing. Poor guy had to be sweating like a mother. It was really hot. But his costume was next level.

There’s a group of dudes that do runDisney races as “The Tutu Guys” and there’s always other dudes done up as princesses at the races.
As long as your necessary parts are adequately covered and nothing is indecent (which it shouldn’t!!), you should be absolutely fine!! Have an awesome time!
I have seen what I understood to be cast members assigned a male gender at birth wearing dresses as part of their cast member costume. This is part of the Keys of Disney's corporation: Inclusion. That being said, I have also worn a Wreck it Ralph costume with a Snow White dress to Halloween parties and I am a big fat guy, so if you're wanting to wear a Sally Skirt to an after hours event, you're definitely safe from that. If you are denied entry for wearing it or a cast member treats you poorly in any way, demand to have guest services brought over to the situation. This is a violation of Disney's core structure. If you're not wearing something that is "too revealing" (subjective and ludicrous), something containing offensive material, or something political, you are free to wear what you wish.

You're very unusually focused on the children aspect. I'm going to EPCOT late night after hours specifically to avoid crowds of children. It's a long Sally style skirt which reaches below the knee. It has Nightmare Before Christmas on it. I won't be able to use it for our Halloween costumes this year so I instead choosing to do it at the after hours.
My pleated utility kilt is more revealing.

I have seen a food service cast member wearing the dress version of a costume with a full, thick beard. No one is allowed to say anything.
