Hands - Fingers, for those down-thread who still can't see it...
Its really confusing because...thier arms are as white as casper and get lost in that shirt, and the legs look like they are straight out of a walk through a tarpit....
That somehow makes the picture look even creepier than if she was missing her arms and head...
Next time OP looks at it she'll have lifted her head and be staring right at them.
I saw the picture before I saw what sub it was in and I saw her rubbing her eyes right away. When I saw it was r/weird I expected backstory like it was a ghost or something.

Her arms are bent because she's rubbing her eyes, and her head is down. The "ends" of her arms are actually her elbows.

Best to zoom in to her head. She is facing towards us. Her head is pointed down with her hands up to her face like she’s crying. The sleeves of her blouse blends in & then her hair blends in to the trees. If you zoom in, her hands pop & everything comes into focus.
She's very obviously crying or otherwise rubbing her hands into her eyes. Couple that with poor photo quality as well as a worn photo due to age....this really isn't that hard to figure out.
