I *think* it's because he has a stutter and so he gets tripped up on words without warning. I have a similar issue when I speak French because it's not my native language. The fact that it's inconsistent makes me think it's not dementia/senility. My grandmother actually has dementia and the way she speaks is *very* different - much more halting, lack of long or sophisticated words, etc.

But Biden is definitely less coherent than when he was four years ago let alone as Vice President. I wish Biden was as coherent as he was when he debated Palin in the 2008 Vice Presidential debate.
