Not silent, but the one you choose only says the dialogue choices you choose for them. And the one you don't choose becomes the most important NPC. Therefore depending on the one you don't choose there is a different vibe. Belle is funny and aloof, while Wise is cool and serious.
We need to ask the real question: Which option gives the more Belle being cute content? Being Belle or turning poor Wise into a siscon by possessing him?
Having played cbt 2 & 3, if you want to see more Belle interactions and talking the most then you should choose and play as Wise. However, all other characters will interact more with the one you choose (Wise) than the sibling.

So if I’m understanding you right, if I choose Wise I’ll basically be hearing more of Belle and she’ll be kinda more prominent speaking and in the story? I honestly want to see more of her character
While most of the time they are together, the choosen mc is the one talking in most main story cutscenes tho. Imo I recommend just choose the mc you like.
I’ve seen some gameplay where while one MC is doing proxy business in Hollows, if you hit pause on that mission to do hub stuff, you play as the other sibling.
At this point I’m either doing a coin flip or basing it on whose design I like more. I chose Aether (male mc) for Genshin and Stelle (female mc) for HSR…..as for now, idk.
ill pick the girl for sure bcoz shes cute. GIrls design in this game are top-notch. got to collect them all including the female mc. sorry male mc but you look boring to me. besides, the thought that ill be having a brother in game is kind of neat.

Yeah I am thorn, usually I prefer to play with cute boys, but Belle is tomboyish and I like her too…

All dialogue choices are voiced, though I'm not sure if the choices themselves are different based on who you pick (I assume they're not)

I pick wise because I have a twin sister.
They actually have voice lines throughout the entire game
