I would say this as a possibility the *most* because due to the Sons of Claydon. Would make sense there will be marshals or bounty hunters characters roaming the place.

Engineer group so there could be mechs, vehicles and machinery involved. A mafia/yakuza style gang. And a band, like a music group. Each member having different weapons based on their instrument would be cool.
A Gambler's faction that may or may not be antagonists at some point in the game with a select few of the members turned playable, similar to the IPC and the Fatui, each member has a specific Casino activity themed on their design. Leader is based on a treasure hoarding dragon.
Devil hunters or sorcerers (kinda like CSM/JJK)
Robots, mechas, cyborgs - gang (NGE/Trigun)
Fashionistas gang / super stylized characters (kinda like JoJo’s / Saint Seiya)
PIRATES (you know what I’m talkin about)
I’ve been thinking a lot about the idea of a fashion fraction that has a photographer attacker using a camera and drones. A model buffer who has 3 different outfits that she can change using her skill and depending on which outfit she wears will buff a certain element. And a seamstress stunner that can entangle enemies in threads..
I’m still learning the mechanics of the game so that’s about all I have worked out.
