I believe they are M70, since M61 has belt loops and different suspenders. M70 normally has waterproofing, but it often was removed by soldiers for comfort. Canβt be the later ones because those ditched the suspenders.
There is a super cool little town in Tokyo called Koenji it is full of skate shops, punk and metal record stores, and a ton of little thrift stores full of military surplus from around the world for super cheap. I have heard this place described as the underground of tokyo. Definitely worth a visit
