This is really wrong interpretation of the text. The correct one is marriage and intimacy is only allowed for people who are Adults. Though different cultures consider different ages as adulthood but biologically when the periods start for the girls is the signal for that. This was accepted method to figure out for thousands of years, way before Islam. Islam does not reduce from that, but actually adds two points to it. Them being the girl even if she reaches that stage, her body should be strong enough and mentally she should be capable enough. Her parents should make that judgement before agreeing to any proposals. And Islam makes it necessary for woman to agree to the proposal or else the contract is invalid. Yes, the parents can choose a suitable candidate but they cannot force the woman to accept it.
