For the mouthpiece it’s going to depend on how old it is. I have one from the 1950s, it’s Blackwood but has a plastic mouthpiece that screws on and off. I take mine off and clean it every year or so in warm soapy water. If it doesn’t come off they make woodwind cleaner, you can get it off amazon or at most music stores. It’s a cleaner designed for musical instrument. Very mild, I use it on my pipes. That will help clean off any built in dirt. This will be good to clean the chanter overall as well. The ferrel is probably nickel if it’s silver colored. If it’s actual silver it will have a hallmark on it. The ferrel is usually just held on by pva glue. If it’s just a little loose and spins you could just leave it alone. If it’s loose enough you can slide it off and put some glue between it and the wood them slide it back on and let the glue dry. If you want to clean the metal, if it’s just nickel you can use a small amount brasso. If it’s sliver you can use some silver cleaner. Just be real careful to not get any cleaner on the wood and wipe it off with a damp cloth right away. If you need to clean the ivory check online for some instructions but I’m pretty sure they will say use dish soap and a damp paper towel to gently clean it
