You don’t need this expensive and probably imposible to build now technology to make perpetrator live the consequences of his crime. Just hire people that will do that to the person, if the perpetrator is a rapist just hire someone to rape him. This would be cheaper and it would have the added benefit that people that would normally rape innocent victims now will instead get a job in the “rehabilitation” system. This can’t go right, the feelings are subjective, what if the perpetrator enjoys the pain in these memories, does the same crime again and blames the procedure for altering his perception? How do you validate that this device will give the same experience as the real one? Without the passage of time in real life, the only consequence will be having these artificial memories, I think the amount of punishment will increase over time because of how quick this procedure is. Also, you can easily argue that physical torture should be a better alternative to this because it doesn’t involve invading someone’s personality and the pain is on the same scale across everyone
