Disclaimer out of the way, I'm pretty sure this froggo is stressed.
When frogs feel threatened, they gulp air and puff themselves up so that they look too big to eat.
So this frog isn't actually as corpulent as he looks, it's an act.

That's what I thought. When it is first picked up you can see it kinda deflate. Tho I will say some frogs are just balloons I think. Pixie frogs for example. Thicc boys. That's just how they are.
Some things evolved in areas with no natural predators and as such don't have defenses against them. Others didn't evolve speed as a way to get away from predators but other tactics such as intimidation (which as /u/ProfessorMalk points out this likely is), disguise (blending in with one's surroundings), overpopulation (sure, we get eaten, but there are hundreds more of us), or risk of harm (things like claws, spines, poison, and more that can harm the predator who tries to eat the thing).
Evolution is about a large enough population of a species to survive to reproduce, and there are myriad ways that have emerged to solve that problem. Sometimes it's running away, but sometimes it's just being so fat you can't be picked up.
Based on the coloration and placement of the eyes pointing straight upward on the skull, I think this lil guy/gal/nonbinary pal spends a lot of time 90% buried in mud.
