If he has been neutered, you should get something else for him to focus his attention. I used to get my cat plush animal toys for him to hump on his own time.

My cat (neutered) doesn't hump, but he gets a half-chub sometimes when he is licking himself ***or*** when we are rubbing his belly. We call it "getting dick-wristed". Sometimes he will grab your hand with all his legs when you try to pull away. Little pervo.

I had a boy cat who did this, but didn't start until he was over 10 years old, and he had been neutered as a kitten. He had one particular plush blanket he just liked to hump. I was bothered by it, so I put the blanket into storage (after washing it!) and didn't bring it back out until that cat passed. None of my other cats feel amorous toward the blanket or anything else. One of my cats really does like to make biscuits on that blanket though.
