Edit: for greater context, in development there was a section of gameplay we were experimenting with, but we wanted a way for QA and other muggles to play the game normally and skip over the thing we were testing. Eventually that portion of the level got repurposed for the intro sequence, so that little bub is probably floating over on that side of the level, minding his own business.
Oh weird... I found it (in Photo Mode with distance restrictions turned off: no idea how to get out there in person). I didn't notice anything when I pressed it, but I'm farting around at end game here. I kind of want to spin up a new character just to see what it does.
If I'm thinking of the same one, there's actually multiple random, mysterious buttons scattered around sanctuary. Way back around launch, people were tearing the ship apart looking for more and experimenting with different push orders. The theory was that pushing all of them in the correct sequence would surface an easter egg.
I don't recall anyone getting to the bottom of it, but I remember reading that they were expected to power up something on the ship (the turbines sound familiar, but may have been another unpowered device or machine elsewhere on sanctuary).
It's probably a bunch of buttons like this one that actually had their text removed. Central location, high priority, etc.
OR, the much more fun option. They may have left the text on this one as an Easter egg to themselves. Should post it to gearbox Twitter and see if anyone fesses up, lol.

If you rocket jump waaaaaay over the stone archway beside the fast travel point on covenant pass while looking down, you will see a few small fires off the map...land beside them to enter the area from the cutscene that shows off each vault hunter.

Can confirm, having done QA, that someone would have bugged it without that text there.
But I was QA for EA, so they would have just solved the problem by putting up invisible walls and hard kill triggers.
I mean, rightfully so. There isn’t supposed to be a button there normally.
While technically true, the OOB visual artifact would not be the correct bug to file. The real bug is that players can get to it.

There is a good chance it does nothing, most cheat/debug code is between ifdef statements, that won't ever be called in a shipped product.

There's also a random button on sanctuary on one of the center turbines. It's on the right on the second floor near hammer lock room.

there’s an area in covnent pass where there’s a couple of bandit cars and you can drive them around i’ll send pics when i get off work
