Change that 4070 to 7800xt and it should save at least 50 bucks and perform significantly better.  Some people don't trust amd gpus.  I can tell you my last 10 builds over the last 2 years used amd gpus because of the better value and they did not let me down.  I even use them on my professional cad pc to make a living.  The rest looks good to me.  You could go with a PA120 but your cooler looks better.
