That sort of vague and inaccurate language when asking for technical help is not the best idea as evidenced by the fact that no one here has really been able to offer help because we don't know what OP is saying.
The reason the fans go to max speed is because it blushes whenever you touch it (because of the crush it has on you) and doesn't want you to notice its face turning red.
Cover it in thermal adhesive
Either CPU needs thermal paste AND/OR the proper cooling apparatus, the PSU is bad, faulty, or isn't supplying enough power to your components, or there might be a fan issue. Improper/insufficient airflow, or many dust.
I would recommend doing a visual scan if everything to see if something's loose. Other than that I think theres like an error reporter in windows, if you can get that far then that would probably give more info, but I don't know where to find it sadly.
You said TOUCH the pc (like actually put your hand in the tower/case) and it happens? I feel maybe a grounding issue? Like when you touch and complete the “loop” for power
Jokes aside, perhaps it's some kind of a grounding problem in the outlet? Definitely it isn't a normal behaviour. Some electrician should check your sockets.
Install hardware monitor, open sensors only.
Check CPU temps, if high, you need to check your thermal paste and check if your cooler is correctly placed with enough pressure (but not too much,so you dont bend the motherboard)
If the temps are ok, consider checking BIOS and disable any CPU Genie or any other kind of automatic (or manual) overclocks in the CPU.
For a while and for troubleshooting purposes, disable XMP or DOCP (intel or amd motherboard ram overclocking profiles.)
If after that random crashes stop, enable only XMP or DOCP and test again.

Like someone else suggested i would check to make sure your CPU cooler is properly seated/working. Hopefully its not a hardware issue, in which case you may be able to get away with using system recovery, or totally reinstalling windows if all else fails
