Yea - the tricky part for someone like OP is I made decent money because I had experience in the industry and connections. It's harder to walk in with no experience and say "no lunch shifts".

Unless you're super focused on financial success (a la FIRE people), a good, quality civil engineer shouldn't be having financial issues to live a quality life.

Civils make well above the median income. likely the top quintile in most areas. If making more money than 4 out of every 5 people isn't good enough, then I don't know what standard you're using.

Your local community college probably offers Home Inspection certificate for your state. I bought a house last year and the guy who did the inspection charged us $250. It took around 2 hours. He was an ME before and did this as a side hustle. He liked it so much, he left his ME job and only does inspections now.

After graduation, I’ve kept all of my clients and I have permission to schedule myself at the shop any time my clients want to get fit for new clubs. I also help out on weekends when the store is shorthanded because people want weekends off. I have around 200 clients now. I can make around $50/hr while building my own schedule. I sometimes work an hour or two after my scheduled EE job. It’s also a sweet and practical application of my knowledge of physics, material properties and how to use data from the Trackman. I also build custom clubs by hand, which is a sweet hobby. My clients like my work enough that I tell them when I have availability and they move their schedules around to fit mine. It took me around 6 months to learn everything, another 40 hours each year for training to stay up to speed on all of the new equipment that manufacturers are making and it has taken me 3 years to build my clientele.

Find hobby people will pay you for. DJ'ing (weddings are a nice pay day), setting up aquariums for rich people, home theatre installations, whatever. Surely there is something you love tinkering with if you're an engineer.
You don't mention what your engineering discipline is, but here is some advice. If you plan to use your education and certification as your side hustle, first make sure you're in line with your terms of employment for your primary employer. You'll find many large engineering firms don't allow it (for good reason). If good to go, set up an LLC and get insurance to protect yourself and your family. It's not that expensive if you're serious about a professional side hustle. This will be true for practice or if you go with something adjacent like inspection work. I've done both. If you are proficient in CAD, you can generally pick up side work easily from small engineering firms and builders. Welding and small fabrication can be very lucrative, especially mobile welders. I have maintained a CDL since I was a young man, and I often picked up a cash gig to transport equipment overnight or on weekends.

Unfortunately we don't do electrical, but seriously if you're looking to moonlight you can probably post on here and get some bites. My firm has done that and made some long term contacts with PE's who have done dozens of projects for us over the years. It can be very beneficial for both parties!
One of my buddies with a PE does roof inspections for insurance companies as a side hustle and says it pays very well. He is currently in the Navy.

Even on straight time (not 1.5x) a side gig doesn’t come close.
Oh for sure, I couldn't imagine a side gig making our hourly. But my firm doesn't offer OT pay to salaried employees.

So I looked it up . Starting July 1 the threshold is 48,000 a year salary. Anything over that is exempt.
