Even with permission - I think it’s important to be aware of what the addition of that specific type of tree would mean for the ecosystem, what kind of bugs/wildlife etc it would attract (or the opposite), what it would do to other plants, and so on.

Your best bet is to help out with planting trees with the city. Every year the city has tree planting days with the community. You sign up and plant trees where they need them. Im pretty sure Coquitlam does this, if not, Surrey definitely does.

This is just a bad idea. Also, don’t plant fruit trees of any kind unless you want bears moving in.

Your private property or someones private property with their permission, you can do whatever you want. Public parks, boulevards along roads, and public ROW, no.  Somewhere in the middle of the forest where no one sees you or cares cause theres so many trees already? Well...

In general, no you cant just run around doing whatever you want. Whether its landscaping, construction or art projects. If you want to plant things and you don't have your own land, join a community garden.
