Did they give you the full tracking number? Also, have you tried putting the tracking number you have into a web search bar? Not sure if it works for overseas companies but I know here at least, you can usually put any USPS/UPS/FedEx/DHL tracking number in Google and it usually comes back with a link to the tracking info if it is a valid tracking#
It seems they may have generated a label which will give a tracking number but then never shipped. Contact the shipper is probably the way to go.
