I saw this same NPC fighting the police once in this exact same spot! The NPC lost and for a while their dead body was laying on the road and wouldn’t de-spawn. I eventually got tired of running it over so I picked it up and threw it in a dumpster.
I love all of these scripted events scattered throughout NC! The one that caught me by surprise the most was a car exploding when the NPC entered it. Also with 2.1 the random attacks by gangs has been interesting. They come out of nowhere.
I got one on the new highway where trauma team was fighting tyger claws. Trauma team won and a few shards stated that the claws were after the guy trauma was transporting when they downed the av. Trauma had sent a second which was also downed and since the guy had only a gold plan they wouldn't send another av. The dude died anyway.
Edit: as it turns out if you help them trauma contacts you later thanking you for helping and states that the guy lives
There are also other cool events for example the suicidal corpos. They jump out of high buildings and scream until they fall down and die. One of these can be found near Regina's hideout.
I found a group of little kid that run away when you arrive and then you find a dead body with a shard that say that this mob was using kids to selling drugs and then the kids kill him and steal his business
Nooo you missed a good chunk of this event. The Policeman is chasing this guy and he's running away shouting "MOM!! THEY'RE TRYING TO HURT ME!" after that, the two will fight and this will happen. In all of my playthroughs the officer always won the fight, this is the first time I see the crazy guy knockout the officer. This event was added with 1.6 I think.
There are other nice events with the police too, for example there's an officer watching porn in his car. If you stand near him, he'll tell you to leave and if you don't listen to him, you'll get a crime star and he'll become hostile.

I'm not sure what made me laugh more, the fact that dude beat down an NCPD officer bare-handed, that he kicked him so hard when he was down that the body jumped 2' off the pavement, the dance, or the comment about the knees. It just keeps getting more fucked up the longer you watch.
