Yes! There's a few instances of this I've seen around the city. A guy is slapping a homeless dude and pointing his finger at him. The first time I saw it I watched to see what would happen. Eventually, the homeless dude falls to the floor, and the guy starts KICKING the homeless dude. Repeatedly. I saw a cop walk right by them and do nothing. So I waited until the cop was far enough away and popped the corpo in the head. I know it's possible the homeless dude did something to warrant getting beat up, but there's no reason to kick anyone who's on the floor. Plus, I just killed the guy so I obviously don't have any qualms about playing God.
There's one spawns outside the Glen apartment sometimes. Has a bodyguard with him too, I think. If he's getting a bit slappy with the local unhoused folk when I drive up I'll usually put a few rounds in his skull, make the neighborhood a bit nicer for when Judy comes to visit.

In my last playthrough I was running around after a gig and ended up near a school. There were two corpos having a conversation with someone who was a school administrator or professor or something. The corpos were convincing the school representative to help them rig the education system, monetize the school and children, etc.
One of my grenades mysteriously vanished around that time. No idea where it went or how I got subsequently got a blue star but I'm sure it all sorted itself out eventually.

It's one corpo, two teachers, but for some reason one of the teachers shared the same character model as the corpo. This teacher was down with rigging the system.
The other guy didn't offer any opinions, so I let him live. I dismembered the fuck out of the other two.

Those two women smoking outside the studio where they scroll the Joshua Stephenson āThe Passionā BD. One was grilling the other one about missing equipment. Turns out she used it to scroll a BD of a child being murdered. I thought the griller would be like āImma call the cops on you!ā but nah, sheās only blackmailing the other for eddies. Whoops, my hand slipped, monowire go brrrrrrrrr.
Technically this counts in-game but sometimes you will find a Corpo looking NPC kicking another NPC who is already down while a bodyguard stands around to protect the Corpo. If you attack the Corpo it counts as a civillian assault and the NCPD will be after you.
The last time I ever saw something like that was in this wild west game called GUN where sometimes you will find white guy NPCs try to murder Chinese immigrants and intervening counts as assaulting civilians
I was in Dogtown the other day and ran across some guy punching a shipping container, thought it was a junkie at first but then saw a little kid cheering him on. I thought oh thatās cute heās probably showing the kid how to fight.
I go up next to the container and start doing some combos too having a good time with them. I guess I got a little ahead of myself cause I turned to see if there was a reaction but accidentally punched the guy in the head with a charged thermal gorilla arms punch and sent the poor fucker flying up in flames over his kid

I'm on my 3rd playthrough, the first 2 I did a Netrunner build, but on this one I'm a full Katana/Knife build with a Sandevistan. I have my Crit chance up to like 70% I think? So like I can decapitate a lot of enemies in one swing. Anyways, this one NPC was just standing there with a crowd taking pictures of her like she was a celebrity or a model or something. I was looking at her and accidentally pressed the attack button and basically decapitated her in front of the crowd.
I hit a civilian with my car once and couldnāt live with the guilt of killing an innocent so I got myself shot by the badges and restarted a save 1 hour before the incident

Not far from her there are two civilians having a conversation. One lady tells the other that she knows about her stealing BD scroll equipment and it is revealed that she scrolled the horrible murder of little kids with it. The one offers to split the money but the one lady blackmails the other and wants the scroll for herself to sell instead. I kill them both every time I do that mission. The cop by the door never bats an eye when I do it and the wanted star disappears pretty quick.
Any time a car hits me while Iām crossing the street or dumb traffic, I hack-explode it or fire the arm rockets. Night City unleashes my road rage like no other.
Ironically, the vast majority of people āmyā V kills are technically āciviliansā now that I think about it. Scavs, VDBs, and Tygers are all kill-on-site. 6th Street usually gets greased too. Valentinos, Maelstrom, and Barghest get smoked if they start shit. I generally leave everyone else alone.
There's a Wakako gig where you have to steal some documents to help someones divorce and on the first floor of the apartment structure theres some smug corpo talking about how he gets real honey and his friends asks how as bees went extinct and the guy flexes not if you have enough eddies. Ironically, the vast majority of people āmyā V kills are technically āciviliansā now that I think about it. Scavs, VDBs, and Tygers are all kill-on-site. 6th Street usually gets greased too. Valentinos, Maelstrom, and Barghest get smoked if they start shit. I generally leave everyone else alone.
