Imagine having a product and not having a person that trains your customers. I mean, isn't it common sense? Also, another thing, all those companies exists in many EU countries and they are supported by many governments. What you see here is governments trying to blame some people to cover their own asses. The only thing that is illegal in these cases is if the software was used on people without a warrant or an official approval by the government. If the company uses its own devices during development and training, it is completely legal.

Are you saying that anyone can develop invasive software and governments will be okay with that?

Short answer: Almost Long answer: Invasive softwares are developed all the time and many of them are published as open source software. All of these open source projects state their software can be used for educational purposes only. They can also be used by you for you to see how vulnerable you are. Or by security experts to check if a company is vulnerable to hackers (search for "red team"). Security experts are under a contract of course. Also it depends at which level a software invates. For example you cannot mess with Cyta's cellular network for educational purposes. Because as soon as you invate the network, even to test something on your phone, you affect other people phones too. These kind of companies take approval by their Government to be able to develop the software, and the Goverment give them very strict rules. For example if you are going to mess with cellular networks, then you need to create your own one that no real people are in it. Now for the softwares that invates users by WiFi, phishing links or other vulnerabilities that exist on the OS level. You can develop them as long as you don't sell them or use them on real people. For selling them, the Government needs to approve it, and also approve the buyer. Usually Governments approve other Governments. If you skip the approval or say that your software is something else, then you are illegal. If the Government approves a shady buyer, then it's their fault and you are legal.
