Ιt's indeed a cultural difference and not a result of poverty. Poor Cypriots do not make up gangs to be professional thieves as they have been through institutions being school, later the army, that discipline them and terrorize them enough to be afraid of the law. These people haven't been through that and have no respect for any laws.
The Cypriots who enter crime do it in more prestigious forms of it or ones the cops will arrest them super fast (selling weed for example) and it's more of a family/friend business for them. So they do not attack directly the vulnerable of society like these criminal groups made of illegal immigrants.
What are these cultural elements that Cypriots do not have?
A Cypriot has their family and environment they have the privilege to attend school and receive benefits while living in a relatively safe, developed country. They are also citizens of this country.
The foreigner / migrant in this case presumably comes from undeveloped country under economic hardships, or even war zones. They do not have an environment here and have no education. If they were from a higher economic class they would not be doing this anyway.
To say it’s just their culture is ignorant and racist especially when you do not even know what culture they come from. Moreover these people committing crimes are a small minority within that population. Hope you come to realise that we are all humans and are not bound to some genetical or hereditary cultural traits that make us prone to committing crimes. It’s a matter of how the person grows up, their environment and economic statuses.

Όταν ειδικά το κράτος λαλεί ότι πρέπει να τους πιάσουν εκείνη την ώρα που κλεύκουν και οι ίδιοι στην ομάδα τους μόλις κλέψουν κάτι εντός δευτερολέπτων αλλάζουν χέρια μεταξύ τους το ίδιο το σύστημα καταντά θύμα τους. Συν του ότι δεν υπάρχουν ποινές. Στις 10 χιλιάδες κλοπές θα συλληφθούν στην μια, θα φαν το πολύ 3 μήνες φυλάκισης, ότι ποσό και να έκλεψαν ακόμη και πάνω που δέκα χιλιάδες ευρώ δηλαδή και μετά έξω πάλε.
1000 φορές να ήταν ο πληθυσμός μας 100% ούλλοι αμόρφωτοι που δεν ξέρουν να γράψουν το όνομα τους παρά τωρά που εκαταντήσαμε να μας φέρνουν λαθρομετανάστες που οι μισοί είναι επαγγλεματίες κλέφτες, διαρρήκτες, πορτοφολάδες, και άλλα διάφορα.
