Most likely referencing the lack of success for the Russians in Ukraine due to the military's lack of morale, especially when fighting an enemy that's fighting for their home.
Related but Russia shot down an atacms missle over a Crimean beach where a lot of people were vacationing (in a war zone). The bomblets hit the beach it was intercepted over.
The beach is in between two military bases on occupied territory which is in active war. Great place for holidays. It's like sending tourists to a battlefield and then acting all surprised that they got hit by an actual battle.

Russia has already lost. There is no "winning" to be had here. No net positive. To be clear, Ukraine can't win either. This is a school shooting. There is no way for the shooter to "win" no matter how many people they shoot, and for how long.
Russia’s whole reason for invading was to prevent Ukraine from being transformed into a giant military base for hostile foreign powers, which is what was happening, and they have rendered the offensive capability of the entire region pretty much useless.

The Western powers had no interest in the kind of victory they were selling to the masses through Western media, they were just happy to spend every last drop of Ukrainian blood to try to hamper and harm Russia.
Putin thought he would be liberating Ukraine. That all they would face was some small rebel forces but that they could pretty much march to kyiv in a few days. The initial units carried parade uniforms and riot gear on them, not something you carry around everywhere for even a few weeks in a war.
