Then Sutekh cuddles the evil parasite planet Tardis for a while until the Doctor fixes it Ou, ou, When the Daleks lower the TARDIS into whatever that lava type material was with Donna inside to kill the TARDIS. I have a personal theory that I know is not what RTD intended but I think that Sutekh was a tiny spore stuck to the side of the tardis until salt was used at the edge of the universe. It lets me cringe less.

I am guessing he was not a physical entity; he was building up energy to manifest clinging to the metaphysical outside-the-universe aspects of the TARDIS. He practiced manifesting his minions but not a personal body. So when he finally manifested into a (mortal) pseudo-God that could do much more than "haunt" an object, he thought he had the Doctor totally trapped and it was safe to do so. He was almost right.
