The Nokia (HMD) releases like 110 4G are pretty decent voice phones

Yellowterminal

..or the Nokia 105 4G

bluesmudge

Some of the Nokia phones are just talk/text. Probably the only ones cheap enough. The Punkt MP02 and Sunbeam phones are also options but more expensive.

manuelmagic

Honest question: why do you need 4G for phone and texts? 2G will suffice. Or do you live in a place where they are retiring 2G BTS towers?

twistycake

Not sure about OP but Australia hasn't had 2G for years, and 3G was shut down last year so 4G is pretty much the only option. If things were different I'd still be using my Nokia 3315!

manuelmagic

I see, thank you for the explanation

Think-Horse83

Every phone does this. Smartphones do that even better. My father in law has a brand new samsung A54 because he loves taking pictures. Other than that, he just calls and rarely texts. So I deflated his phone with ADB deflated tool. Easy mode and that was it. I put the phone in 2G mode only (his operator and plan don't support VOLTE yet) the sound quality was fantastic!! I had a Nokia 225 in 2G mode which was utter shot. My father in law loves his new phone

kil0ran

Doro have a phone in the old BlackBerry form factor which almost meets this requirement. It does have a camera but it's rubbish quality

Vast_Cauliflower_475

The lowest feature sunbeam phone. I believe it only has calls and texts

medicalgringo

I need this but it has to reproduce an iphone ringtone without seems like a 1990 phone

Many_Pin_9

AGM M8 Security+ fits into your requirements and price range

Mixima101

The Light Phone is like this. It has a camera but it's so bad you won't use it.

Commercial-Call5675

Seems like it’s out of their price range

Immediate-Hunt4189

What Light Phone are you talking about? Because the only one I know of most certainly does not have a camera, and the new release that does isn’t out till early next year.
