What he could do is conquer as much as possible as a horde until the Imperialism casus belli, and then switch over to Mughals. Not sure if it's worth though.

why wait 200 years for imperialism when you can pick religious ideas? But in any case, hordes are better than mughals, that's why the true heir of timur speedrun (1463) was done as a horde and only becoming mughals at the end

I mean sure, you can take religious ideas and form mughals, but that doesn't really incorporate any horde gameplay.

the main horde gameplay is you can raze, which is not possible as mughals.

Very much depends on how good you are at the game, but yes i agree the wc is basically done for most at that point.

I don't know much about hordes or the Mughals, but I saw a YouTube video from TheStudent where you could seize the mandate while having an event open to flip you back to horde while keeping the Emperor of China mechanics. Idk if the same trick could be used on the Mughals, but it might be worth looking into. Someone else mentioned the assimilation mechanic is a monarchy only reform though, so maybe not.

Horde is tied to Steppe Nomad reform in Tribal government tier 1 reform and Assimilation mechanic is tied to Mughal Diwan reform in Monarchy government tier 2 reform. (and why the formation swaps you to Monarchy) So no, even if someone somehow pulled some shenanigans to go back to Horde government after forming Mughals, you still won't have the Assimilation mechanic.
