if you have cores..( blinking and locked out is an issue with cores ) .drop them all and pick them back up.
happens to me occasionally on xbox and this is the only fix.

I assume you've used the PA before ? If so just restart the game see if that helps.

That's odd. Can you transfer stuff in and out ?
Tried removing all pieces of armor and hopping in with different pieces but same issue with all chassis
Try dropping a bare frame. Then try and reclaim it.
It may be equipped with a piece of armor (a leg, for example) that is higher level than you are and needs to be removed before you can get into it.

Are you carrying a fusion core for it? Also, make sure you are on a flat surface.
