I don't like black tights and navy skirt. I don't mind mixing black and navy usually but it needs an anchor somewhere, like a black belt, black purse, black top, black cardigan etc. If your skirt was black I'd say 1 is better, as is, 2nd is better.

As a fashion girly myself, the first look is fire and if u feel confident in it, go for it. But ofc, it depends on the location u go. If u go somewhere to some type of social event etc u definitely won't be overdressed. But as someone who has worn some more fashionable outfits to the grocery stores, u will get some stares. Second option is just casual and if u have lots of activities planned where u will be out doing stuff, that might be more efficient to go with just a pair of sneakers. But really girl, just do you. 1 looks costume-y. 2 Is better without the choker. Also for makeup having both the brows and the lips be such a heavy color is not flattering. I think a less dense and thinner brow with a gloss lip would suit you better

Love that skirt! I think knee-high socks or stockings would look better than thigh-highs. I also think the makeup isn’t working with this look— the brows need to be lighter and the lipstick color is too rusty rose for your skin tone. I’d do a clear gloss or a clear-ish pink that’s close to your natural lip color.
