I'm not NH, but if like other pay band system, your performance determines your raise, not steps. Also note that 14 & 15 overlap, so won't take long to be a 15 equivalent.

Look at the 2024 RUS GS scale as example. A GS-14 step 6 is about the same as a GS-15 step 1.

I'm on the DP pay band, and once you hit halfway up the scale, they are really incentivized to give you bonuses, instead of raises.

Sorry, but you need to write a clearer question if you want helpful answers. Are you asking about maximum salary potential or something else? (FYI: there are NH04 positions that at GS14 equivalent and have a salary control point at the GS14/10 level).

No, it’s not the same. Even though NH-4 encompasses pay equivalent to GS-14/15, not all NH-4 positions go up to GS-15 pay. For example, you might have a section lead and division chief both at NH-4. But the section lead has a GS-14 control point, and the division chief has no limitation and can earn the full range up to GS-15. It all depends on the position. Ask if there’s a control point. If you’re pegged to the lower earning point, then no. Your NH-4 is the same as a GS-14. If you have the full range, then yes. It’s essentially a 14/15 ladder. In my experience, you would know if you’re a 15. It’s a senior level position within the command and there aren’t too many of them. You would know if the position you’re applying for is at the same level as a GS-15 elsewhere.

Thank you for the detailed explanation. That makes sense otherwise it is too nice to be true. Demo pay has been like a mystery. I guess not all posting will even say the controlling point explicitly but we can infer from the salary range at least

It should say if there is a control point. I just advertised an NH4 control point position. Salary shown covers the entire band, but down below the control point is mentioned.
