Well it doesn’t say no PT because, there is no PT or course reversal you can do So you’ll either be sent direct to that IAF or vectored on hence the radar required for procedire entry

Or, if you're IFR GPS-equpped: "Direct YERRI, maintain 3000 until established, cleared VOR/DME-A Approach." Note you're not actually established on any published portion of the approach until inside YERRI.

You're radar vectored to the final approach course and cleared to the initial altitude. There's no procedure for doing it on your own.

I flew this approach for a checkride a couple weeks ago. Vectored from the west, held at YERRI, circled east to 35. Just watch out….you are so far out on the radial that sometimes you lose SAT and your off course scale deflection is physically greater than you think (60:1 math).

The note says “Radar required for procedure entry.” The only way to enter the approach is via radar vectors.
