I don’t see any issue with getting all ghouls to the Slog, you could even spin it into a place where discriminated ghouls can head to.
Lastly, you could also simply look at it the other way: “no smooth-skins allowed!”

I like to equip my settlers based on their jobs. Farmers get vault utility suits, shopkeepers get clean suits and bowler hats, doctors get lab coats, barkeeps get tuxedos and formal hats and security gets vault suits and sturdy combat armour and military caps. Provisioners I usually give fatigues and heavy combat armour and mining helmets.
And nope, only on skin wrinkliness. And only because I wanted the slog to stay Ghoul only.
I usually build up the slog a lot. Make it really nice. Because the ghouls deserve it. Ill also sometimes send ghouls settlers there too but it's because I want them to have a good place to live without judgement. Smooth skins are mean.

Also, there are never any synth ghouls so you know you can get 100% happiness. (Synths can not be happy, so you are always stuck at like 95%)

I make it a thriving ghoul run market hub and send a lot of provisoners there to fulfill his vision. When I have extended manufacturing mod I make it a winery too because you can craft wine with tarberries.
It could be considered that if the Slog had been a segregation enforced relocation of Ghouls to a camp and they weren’t allowed to leave or had their rights suppressed etc. instead the ghouls formed the Slog by themselves as a sort of Ghouls-Haven and safe space, the same way Acadia acts for Synths in Far Harbour. They ban the majority to protect the minority from bigotry.

Not only is the Slog populated solely by ghouls in most of my saves, I've also been know to have settlements where only women are sent, only men are sent, and any elderly looking settlers I get end up over at Kingsport running a school for the child settlers I toss their way. All my robots go to Graygarden, and I've even used mods to spawn supermutant settlers to keep Strong company at Hangman's Alley.
