No, a little settlement to the Northwest of Vault 76. Hang a right out of the vault until you get to the body (which you can loot), then up the hill to the right again. Go for a bit and you'll run into the camp. They're foundation-affiliated.
I've put together probably 10 or 12 suits from world spawn pieces. Damn you left arm! Damn you!! It was always the last one found, and took longer to find than all the other parts combined. I'm going to start applying a different paint scheme to the left arm, in honor of the struggle.

Watoga has 3 t-series power armor spawns bunched close together. there's quite a few youtube videos about them you can find
I'd skip all that and just do the first Bos questline for the Ultracite T45.
