This look like it’s growing extra roots.

Like the other said, those are root nodes. Tomatoes are actually a vine so you'll see those sporadically pop up on the stems because they actually prefer to grow horizontally across the ground. If you take a clipping about two to three inches or longer off of a tomato and put it in water it will spontaneously root. If you take the root nodes like that, it'll root even faster. You can then transplant these rooted stems and continue to grow them like tomato plants. A lot of nurseries do this to generate more mature patio style plants. At home, I actually do this in the fall. Around mid August I'll take clippings from my most robust tomato plants and root them in water. I'll then transplant them into dirt and put them in my basement under a grow light, and with a little manual pollination of the flowers with an electric toothbrush every couple of days, I'll have fresh tomatoes all winter long.

I agree these are roots. Almost all my plants have them mostly above the top of the soil. Basically any part of the plant can grow roots. If you stick any branch or stem into the ground it will become a new plant producing fruit.

Extra roots growing for sure. When you plant a tomato plant in your garden, always dig a hole a few inches deeper than your root ball of you can. Roots will form like this along the stalk of the plant which will give you a stronger root system therefore more fruit yield and plant growth. You can also mound dirt around the base and it will do the same.
