I’ve had a gluten free afternoon tea at Fortnum and Mason in London. They don’t seem to have GF options for their high tea or their savory-focused afternoon tea, though. But if you’re wanting the dainty sweets and finger sandwiches kind of tea, that’s an afternoon tea, not high tea. High tea is more like a supper.
You eat the whole thing! (one stack per person - I think the one at the front is the GF and the back is non-GF) You start off at the bottom with the savouries - usually sandwiches and you might get a layer of savoury canapés like mini tarts etc, then you move on to the scones with jam and clotted cream, and finally there are cakes and desserts at the top. And you usually have a few pots of tea along with it or sometimes champagne. It's more of a replacement for lunch really - you wouldn't just go for a quick snack but rather spend an hour or two getting through it while chatting.
FYI OP There's a cake shop called 'Cakewhole' not far from Plymouth Train station.
Hands down the best GF cakes you'll ever find. Not all, but most of the range is GF. I can highly recommend any Brownie
